BACKGROUND AND ISSUES


World Congress II is the continuation of World Congress I, www.congresoinformatica.com, held in Quito (Equator), 15-18 October 2001, under the auspices of the State of Equator, represented by H.E. Vice President Pedro Pinto, who chaired the inaugural session.

With more than 200 participants, the event realized its objectives, none withstanding the tragedy of New York, for which we do express our solidarity with the American People. With the present initiative, we do renew with the world-known Congreso de Roma, organized every five years by the Supreme Court of Rome. Unfortunately, this event did not take place in 1998. World Congress I filled this gap, through its high number of participants and its excellent scientifical level.

The main issue of World Congress II is the globalization of participants and audience, as the first one for its localization was mostly attended by representatives of the Ibero American Nations Community. Madrid will permit the incorporation of European and North American specialists. Although World Congress III will be held in Cuba, World Congress IV ought to be organized in a non Hispanic country.

The Equator Congress Organization was promoted by the Alfa-Redi Community (www.alfa-redi.org), as well as by Prof. Jose Luis Barzallo, Magister in Informatics and Law, Partner of the Law Firm Barzallo & Barzallo (www.barzallo.com), Chairman of the Organizing Committee, in collaboration of the well known Electronic Review for Informatics and Law(REDI http://www.alfa-redi.org/publicacion/publicacionactual.asp).

Chairman Of the Organization Committee, Prof. Emilio Suñé Llinás, is presently Chairman of the International Center for Informatics and Law (CIID) and Director of the well-known Master in Informatics and Law that initiates this year its 7th edition at the Law School of the Complutense University. One of the first post-graduate studies in the world, the master has been promoted by the Spanish Institute for Informatics and Law www.ieid.org, the Bar of Madrid (Ilustre Colegio de Abogados de Madrid), the legal publisher La Ley and various other institutions and entities.
